8:00pm        Talk 1:  Innovation and Technology Fund in Brief

Mr. K K Hau will introduce the different ITF programmes from the HKSAR Government, and in particular, will discuss on the vetting criteria of funding applications.  Members engaged in technological research and development, and interested in seeking government funding support are welcomed to attend and join the discussion.

Mr. Hau has been in the civil service for thirty years, working in the Hong Kong Government Standards and Calibration Laboratory in setting up and managing Hong Kong’s primary reference laboratories, and then in the Innovation and Technology Commission for the secretariat support to the administration of the Innovation and Technology Fund.  An electronics hobbyist since school days, Mr. Hau has innovated a number of electronic circuit topologies for power control applications, such as those for LED driving and dimming.  So far he has been granted/filed twelve patents.  Mr. Hau obtained his academic degrees B Sc Eng and M Phil, both in electronics engineering, from the University of Hong Kong. Being an enthusiast in alternative medicine and medical electronics, he has also obtained Advanced Certificates in Human Physiology and Advanced Nutrition from the University of Hong Kong.

Bryan is the Principal Consultant (Smart Healthcare, MedTech & Optics) and Deputy General Manager of the Automotive & Electronics Division of HKPC, responsible for business & technology development on smart health solutions, health data analytic, medical 3D printing, biomedical R&D, precision machining & opto-mechatronics, pharmaceutical & medical device regulatory affairs & quality management system.  As a pioneer in MedTech R&D, Bryan is a leading investigator of various government funded projects on biomedical R&D & industry best practices, covering projects on ISO14971 Risk Management for Medical Devices, Medical Device Good Distribution Practices; professional upgrade on Biomedical Engineering, Paediatric Dermatology, Optical Engineering; R&D on Dental CAD/CAM system, Artificial Finger Joint, Liquid Silicone Rubber Technology, Bio-Optics for Dermatology, Laparoscopic Surgery, etc. 
Bryan has developed the pilot schemes of medical device risk management system & medical device good distribution practice in Hong Kong, and authored the manuals for the two pilot schemes.  Being a registered professional engineer in biomedical engineering, Bryan also serves in the Committee of Biomedical Division of HKIE, Founding Executive Committee of IEEE EMBS HK Macau Joint Chapter, Executive Deputy Secretary General of Asian Harmonization Working Party (AHWP) on harmonization of medical device regulations, Adjunct Associate Professor in Dept of Biomedical Engineering in the Hong Kong Polytechnic University.


8:40 pm       Talk 3:  LNT Model in Health and Safety

Linear-No-Threshold (LNT) is a model commonly practiced by health and safety professionals.  It means if an agent (such as radiation) is known to cause humansharms at high dose, then harm exists no matter how small the exposure is.  LNT allows "no threshold" for safety at low dosage.  Protective measures and regulations must be installed to ensure minimal public exposure to this agent.  However, there are plenty of everyday examples and evidence that some agents at low dosage not only cause little damage but even bear benefits.  We will discuss LNT and a few examples contrary to this model.
Dr Cheung grew up in Hong Kong and did his college and graduate degree in the US.  He began his career as a research scientist on a NASA program at Stanford University.  His interest in microwave technology led him to join Varian Medical Systems and later Accuray Inc. in the 2000s as head of microwave systems; both company supply radiation therapy systems.  He was the principal investigator of special projects funded by the Dept of Homeland Security.  In 2013, he received a national award for successful development and commercialization of the innovative systems.  He holds 5 US patents and is author of two books on microwave technologies.  Dr. Cheung worked in Hong Kong from the mid-1990s to mid-2000s. He was general manager of the Electronics Division at the Hong Kong Productivity Council and later VP of a consumer electronics manufacturer overseeing new products.  Dr. Cheung is a frequent speaker at HKETA gatherings and other organizations in HK.

Previously Mr. Hung worked at Foxconn Group responsible for managing Nokia ODM team, Google Certification LAB establishment, Foxconn dedicated projects’ management and overseeing offices in Taipei, Shanghai & Chengdu. He graduated with a Master Degree from National Taiwan University.
